The TPLF/EPRDF government launched a new policy to tackle the complex and demanding situation concerning minorities in Ethiopia in 1991. The Ethiopian State was to be restructured in accordance with the ideology and principles enhancing the rights of ‘nations, nationalities and peoples’. Therefore, Ethiopia was reconfigured into an ethnic federation composed of nine member states following ethnic criteria. Moreover, in its endeavour to find a sustainable governance solution to secure the peaceful coexistence of majority and minority groups, the TPLF/EPRDF created a radical Constitution; guaranteeing every ethnic group in the country the right to self-determination up to and including secession from the new federal Ethiopian State. minorityrights.org

I like the ideas posted on "411 on meles". Infact the regime appreciates the ethenic problem & tries to solve it using its own shortcut. Rather than its availability on paper (i am not denying its future use) the means to exercise the article is almost nonexistent. But it is always a solution to Ethiopia's problem to recognize ethnic oppression & to give appropriate solution to the point of referendum for cesession.
